Kentucky Casino Groups Split on Support for Gaming Bills
A Louisville-based Kentucky casino advocacy group said Friday that it will support any of three proposed gambling bills. Kentucky Wins states that includes one introduced this week by House Speaker Greg Stumbo, D-Prestonsburg. But the board of the Kentucky Equine Education Project, a pro-casino horse group, voted Thursday to “strongly oppose” Stumbo’s bill, KEEP executive director Robert Heleringer said. Stumbo has said he didn’t confer with horse racing tracks before filing his bill, which would amend the state Constitution to allow the General Assembly to legislate expanded gambling. Courier Journal -A third constitutional amendment that could allow Kentucky casinos was filed on Tuesday by House Speaker Greg Stumbo. Kentucky court overturns seizure of gambling sites
Cincinnati.com – Kentucky’s efforts to seize 132 internet gambling domain names is on hold after an appeals court ruled Friday that a trade association may represent the owners of the sites trying to fend off forfeiture proceedings. The decision by the Kentucky Court of Appeals allows the Interactive Gaming Council to step into the 6-year-old case and, at least temporarily, keep the identities of the owners of various internet gambling sites from being publicly revealed. Kentucky Supreme Court Says Instant Racing Can be Regulated
In a unanimous opinion, the Kentucky Supreme Court made a decision on so called Instant Racing. They ruled that the Kentucky Horse Racing Commission has the legal authority to regulate wagers on previously run horse races presented on electronic gambling machines — but that the legality of the wagers themselves has yet to be established. The court said the case must go back to Franklin Circuit Court, where it originated, to determine whether “the licensed operation of wagering on historical horse racing as contemplated by (the racetracks and the state) constitutes a parimutuel form of wagering.” The court also reversed…

Steve Beshear acknowledged Wednesday that the effort he supports to pass expanded gambling legislation in this year’s session is challenged, but added it’s not dead yet. “I think it’s premature to say that it is dead at this point,” he said. “It is a work that is in progress.” The Senate Republican majority caucus discussed the issue on Monday and decided not to move forward, with Sen.
