Estonia is a state in the Baltic region of Northern Europe bordered to the north by the Gulf of Finland to the west by the Baltic Sea, to the south by Latvia, and to the east by Lake Peipus and Russia. Across the Baltic Sea lies Sweden in the west and Finland in the north. Estonia is often described as one of the most wired countries in Europe, and is recognized as a leader in e-government.
In 2010, online gambling became legal in Estonia. The main reasons for this were the consequences of the world crisis 2008-2009. The country’s economy was down, so online gambling was meant to become a new source of income. From January 2010, only local sites were allowed to offer their gambling services online. In January 2011 Estonia opened its gambling market to offshore operators, but on condition that they would get licenses from the Estonian authority. Alongside legalization of the market, Estonia started blocking unlicensed gambling sites that tried to offer their services to Estonian citizens.

Recently the Gambling authority in Estonia controlled by the Estonian Tax and Customs Board and the Isle of Man Gambling Supervision Commission signed an agreement to cooperate and share information between the two regions. To help protect consumers and the preservation of public order, the objective of the agreement is to improve regulatory standards both in the online and terrestrial gambling divisions by exchanging knowledge, the provision of assistance and the establishment of a good working relationship among gambling authorities.
